What this amendment would do

This amendment, known as the Taiwan Non-Discrimination Act of 2025, aims to add a new subtitle to the bill regarding the treatment of Taiwan at international financial institutions. Its primary purpose is to ensure the United States vigorously supports Taiwan's participation and admission into the International Monetary Fund (IMF).

Key Changes and Additions:

  • IMF Support: It requires the United States Governor of the IMF to use the U.S. voice and vote to support Taiwan's admission to the Fund, its participation in regular surveillance activities, employment opportunities for Taiwan nationals, and Taiwan's ability to receive training and technical assistance.

  • U.S. Policy: It establishes a policy that the United States will not deter or discourage Taiwan from seeking membership in the IMF.

  • Accountability: The Secretary of the Treasury must provide a description of U.S. efforts to support Taiwan's participation in international financial institutions during their testimony for the next 7 years.

  • Flexibility and Limits: The Secretary of the Treasury can waive certain requirements for up to one year if it helps secure Taiwan's meaningful participation. The section expires either when Taiwan is admitted to the IMF or after 10 years.
