What this amendment would do

This amendment, known as the International Nuclear Energy Financing Act of 2025, aims to add a new subtitle to bill S. 2296. Its purpose is to use United States influence within international financial institutions to support the financing and distribution of nuclear energy.

The amendment seeks to change and add the following:

  • Multilateral Development Bank Support: It directs the Secretary of the Treasury to instruct U.S. Executive Directors at banks like the International Bank for Reconstruction and Development and the European Bank for Reconstruction and Development to advocate for removing prohibitions on financial and technical assistance for nuclear energy. This applies to technologies that meet or exceed quality standards used in the U.S. or allied countries.

  • Nuclear Energy Assistance Trust Funds: It pushes for the creation of trust funds at international financial institutions to provide financial and technical assistance for nuclear energy in borrowing countries. These funds are intended to:

    • Counter credit provided by governments that are not members of the Arrangement on Officially Supported Export Credits of the Organisation for Economic Co-operation and Development.
    • Support nuclear technologies that meet or exceed U.S. or allied country quality standards.
    • Improve the ability of these institutions to assess and evaluate nuclear projects.
  • Accountability and Reporting: It requires the Chairman of the National Advisory Council on International Monetary and Financial Policies to include progress reports on these efforts and the status of the trust funds in an annual report for seven years.

  • Time Limits: Both the support for development banks and the establishment of trust funds are subject to a sunset provision, meaning they expire 10 years after the Act is enacted.
