What this amendment would do
SA 3376, submitted by Mr. McCormick and Mr. Kelly, aims to add a new section to bill S. 2296 regarding a Strategy for United States Security Assistance to Mexico.
The amendment requires the Secretary of State to create and submit a report to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs within 180 days of the Act's enactment.
The purpose of this strategy is to provide a plan for United States security assistance to:
-
Dismantle transnational criminal networks that traffic illicit drugs like fentanyl, as well as those involved in human trafficking, human smuggling, weapons trafficking, cybercrimes, money laundering, and the importation of precursor chemicals for illicit drugs.
-
Increase the capacity of Mexico's public security institutions and military to degrade criminal organizations and improve security at Mexico's northern and southern borders.
-
Enhance institutional capacity for courts, prosecutors, and civilian law enforcement to combat impunity, address public corruption related to criminal organizations, and strengthen the rule of law.
The amendment also requires the report to include:
-
A summary of activities to implement the plan, including government entities and nongovernmental organizations involved.
-
Priorities, milestones, and performance measures to evaluate results.
-
An overview of bilateral cooperation mechanisms and engagements between the United States and Mexican governments.
The Secretary of State must provide an annual briefing on the implementation of the strategy starting one year after the report is submitted.
Finally, the amendment specifies that nothing in this section authorizes the use of military force against Mexico or any entity within Mexico.
