What this amendment would do
This amendment aims to change the Arms Export Control Act and add new rules regarding the transfer of military equipment to Taiwan.
Changes to the Arms Export Control Act
- The amendment adds the Government of Taiwan to several sections of the Act, specifically in areas where New Zealand or Israel are mentioned.
- It requires the Secretary of State to provide a report every two years to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs regarding how these changes are working.
Expedited Licensing for Military Equipment
- The amendment requires the Secretary of State to create a faster decision-making process for transferring defense articles and services to Taiwan from specific allies, including Japan, Australia, the Republic of Korea, New Zealand, Israel, and North Atlantic Treaty Organization member countries.
- This fast-track process applies to both classified and unclassified items.
- For government-to-government agreements, the goal is to approve, return, or deny license applications within 15 days. All other requests should be reviewed within 30 days.
- The Secretary of State must submit a report after one year on how this process is working and how they are coordinating with those ally countries.
