What this amendment would do

This amendment aims to add a new section titled Taiwan Energy Security to the bill. Its primary purpose is to increase Taiwan's energy resilience and security to reduce its vulnerability to attacks or coercion from authoritarian regimes.

Key changes and additions include:

  • Liquefied Natural Gas (LNG) Exports: It directs the Secretary of State, in coordination with the Secretaries of Commerce and Energy, to prioritize and facilitate the export of U.S.-produced LNG to Taiwan. This includes identifying barriers to exports, streamlining regulatory processes, and expediting permitting for related infrastructure.

  • Infrastructure Resilience: It requires the Secretary of State to work with Taiwan to build capacity for energy infrastructure resilience. This includes:

    • Improving cybersecurity for grid systems and LNG terminals.
    • Supporting physical security and operational redundancy.
    • Conducting joint training exercises.
    • Establishing a potential joint United States-Taiwan Energy Security Center.
  • Nuclear Energy: The amendment expresses the "sense of Congress" that Taiwan should consider maintaining nuclear power and using new technologies, such as small modular reactors, to ensure clean and reliable power.

  • Shipping Insurance: It allows the Secretary of Transportation to provide insurance and reinsurance for vessels transporting critical energy, humanitarian, or other goods to Taiwan or other strategic partners facing coercive maritime threats.

  • Reporting: It mandates annual reports to congressional committees regarding the actions taken to increase LNG exports and energy security cooperation.
