What this amendment would do

The amendment, titled KEEPING DRUGS OUT OF SCHOOLS, aims to add a new section to bill S. 2296. Its purpose is to allow the Director of the Office of National Drug Control Policy to provide grants to eligible entities to create and maintain school-community partnerships.

These partnerships consist of a Drug-Free Communities funded coalition and at least one local school working together to put "effective drug prevention programs" in place. These programs must be designed to reduce substance use and misuse among local youth and be tailored to the specific needs of the students and the surrounding community.

  • Grant Details: The Director can award initial grants and renewal grants for up to three additional fiscal years. Each grant is limited to $75,000 per fiscal year. Only one eligible entity can receive a grant for a partnership with a specific local school.

  • Requirements: Eligible entities must have a memorandum of understanding with at least one local school and submit a detailed, comprehensive plan for the prevention programs.

  • Funding: The amendment authorizes $7,000,000 for each fiscal year from 2026 through 2031. Up to 8 percent of these funds can be used for administrative costs. The money must be used to supplement, rather than replace, other available federal and non-federal funds.
