What this amendment would do
SA 3343, submitted by Mr. Curtis, aims to add a new section to bill S. 2296 titled "Strengthening Capacity to Counter Malign Activities in Latin America."
The purpose of this amendment is to require the Secretary of Defense, working with the Secretary of State, the Secretary of the Treasury, the Attorney General, and the Secretary of Homeland Security, to create and start using a strategy to help allies and partners in Latin America fight malign activities from the following:
- The Russian Federation
- The People's Republic of China
- Iran
- Nonstate actors, including Hezbollah
The strategy is designed to improve regional partner capabilities using:
- Department of Defense-led training, equipment transfers, and intelligence-sharing agreements.
- Priorities for countries showing a commitment to countering these activities.
- Support from the United States Southern Command and the Joint Interagency Task Force South for special operations support, intelligence, surveillance, reconnaissance, and joint exercises regarding hybrid threats like illicit finance, disinformation, and cyberattacks.
Finally, the amendment adds reporting requirements. The Secretary of Defense must provide an initial report within 180 days assessing capability gaps and enhancements, followed by annual reports detailing partner capacity improvements and metrics on disrupted malign activities.
