What this amendment would do
SA 3333, submitted by Mr. Schiff, aims to add a section to bill S. 2296 expressing the sense of Congress regarding Armenians in the custody of the Government of Azerbaijan.
The amendment seeks to establish that the Government of Azerbaijan should:
- Stop "sham trials" of Armenians in its custody.
- Return all captured civilians and Armenian prisoners of war to Armenia.
- Give information on the location of military members and civilians whose status is unknown.
- Investigate allegations of extrajudicial killings, torture, and other abuses against prisoners of war and hold responsible individuals accountable.
Additionally, the amendment states that the Trump administration should:
- Use all levels of engagement, including the Organization for Security and Co-operation in Europe Minsk Group process, to emphasize the need for Azerbaijan to treat prisoners humanely and follow international law and the November 9, 2020, ceasefire statement.
- Review if sanctions under the Global Magnitsky Human Rights Accountability Act should be imposed on Azerbaijani officials responsible for the sham trials, capture, and continued detention of Armenian prisoners of war.
