What this amendment would do
SA 3331, submitted by Mr. Schiff, aims to change the annual report on military and security developments involving the Russian Federation.
The purpose of this amendment is to add a new requirement to the report that includes an assessment of the Russian Federation's use of chemical weapons during the preceding year. Specifically, the report must now assess:
-
The use of substances prohibited by the Organization for the Prohibition of Chemical Weapons or other chemicals the United States considers a violation of international obligations during armed conflict.
-
The use of chemical agents or weapons to incapacitate, maim, or kill individuals outside of an armed conflict.
