What this amendment would do
SA 3312, submitted by Mr. LEE, aims to add a new section to bill S. 2296.
The purpose of this amendment is to stop the President from using the official signature, vote, or voice of the United States to enter into any multilateral or bilateral agreements that provide long-term security assistance or security guarantees to Ukraine.
This limitation remains in place until the agreement meets the requirements of the Treaty Clause of section 2 of article II of the Constitution, which means it must have the advice and consent of the Senate with two-thirds of Senators concurring.
