What this amendment would do
SA 3309, submitted by Mr. LEE, aims to change the Foreign Assistance Act of 1961 by adding requirements for congressional approval when the President uses drawdown authority for defense articles, services, and military education and training that exceed $100,000,000 in a fiscal year.
To exceed this amount, the amendment requires the following:
- The President must submit a request for authorization and a report stating an unforeseen emergency exists.
- A joint resolution or other provision of law must be enacted approving the request.
- Congress must authorize appropriations in a specific amount to replenish the value of the drawdown.
The amendment further specifies that each request and approving resolution can only be for one intended recipient country. It also establishes expedited procedures for Congress to consider these joint resolutions, provided they follow a specific title and format.
