What this amendment would do
SA 3308, submitted by Mr. LEE, aims to change the Foreign Assistance Act of 1961 (specifically Section 506(a)) by adding a specific definition for the term "unforeseen emergency" regarding presidential drawdown authority.
The amendment proposes that an "unforeseen emergency" must be a direct kinetic attack that meets these two conditions:
-
It is carried out by an adversary of the United States against a multilateral or bilateral treaty ally and was either undetected or reasonably unforeseen by U.S. intelligence assessments.
-
It creates a direct or imminent threat to United States security interests as described in the most recent national defense strategy.
