What this amendment would do
This amendment, submitted by Mr. Lee for bill S. 2296, aims to add a new section (SEC. 1230B) to the bill requiring a report on how allies contribute to common defense.
The purpose of this amendment is to address the sense of Congress that the United States should not carry a disproportionate share of the burden for European security when NATO members and prospective members neglect defense spending guidelines. It states that the President should seek agreements from NATO member countries to make contributions to the common defense.
To achieve this, the amendment adds a requirement for the Secretary of Defense to submit an annual report to specific House and Senate committees by March 1 each year. This report must include:
- Spending Data: Annual defense spending for NATO members and countries in a NATO Membership Action Plan, including budget figures and spending as a percentage of their GDP.
- Operational Contributions: Details on activities contributing to military or stability operations involving the U.S. Armed Forces, including any limitations on those contributions and U.S. efforts to minimize such limitations.
- Country Specifics: For each country, the report must detail contributions to Ukraine, the health and advantages of their defense industrial base, military force size and mobilization time, dependencies on allied assets, and Foreign Military Sales or Financing contracts.
- Budget Trends: Changes in defense spending from the previous year and anticipated spending for the next year.
