What this amendment would do
Mr. Lee submitted SA 3303 to add a new subtitle called the Military Humanitarian Operations Act of 2025 to bill S. 2296.
The purpose of this amendment is to create a requirement for Congressional authorization before the President can deploy members of the United States Armed Forces into the territory, airspace, or waters of a foreign country for a military humanitarian operation.
The amendment aims to change the bill by adding the following:
-
Definitions: It defines a military humanitarian operation as the deployment of assets, weapons systems, or members of the Armed Forces to areas where hostile activities are reasonably anticipated to prevent or respond to a humanitarian catastrophe or address threats to international peace and security.
-
Exclusions: It lists operations that are not included in this definition, such as:
- Repelling attacks on the United States, its possessions, embassies, consulates, or Armed Forces members.
- Reprisals for attacks on the United States or its personnel.
- Rescue missions for United States citizens, military, or diplomatic personnel.
- Natural disaster missions lasting 30 days or less where no combat or civil unrest is anticipated.
- Combatting piracy or maintaining maritime freedom of navigation.
- Training exercises where no combat with hostile forces is anticipated.
-
Authorization Process: It states the President cannot deploy forces for these operations unless the President submits a formal request to Congress and Congress enacts a specific authorization.
