What this amendment would do
The amendment, also known as the Cull Unfunded Requirement Budget Act or the CURB Act, aims to add a new section to the bill titled Curbing Unfunded Requirements.
The purpose of this amendment is to change how budget neutral proposals are handled by requiring reports to specify offsets for the total amount of spending proposed. These offsets must include:
- A summary description of the offset.
- The amount of funds recommended to be offset.
- Specific account information, such as Line Item Numbers (LIN) for procurement, Program Element (PE) numbers for research, development, test, and evaluation, and Sub-activity groups (SAG) for operation and maintenance.
Additionally, the amendment adds transparency requirements. It requires that the reports be posted on a publicly available website in a machine-readable form within 5 days after they are submitted.
