What this amendment would do

SA 3298, submitted by Mr. Lee, aims to change the reporting requirements and funding for the Office of the Secretary of Defense following the use of military force.

The amendment seeks to add the following to the bill:

  • Public Access: It requires reports to be made publicly available.

  • Detailed Reporting: It expands the description of the organization against which force is used to include regional affiliates or provinces and specifies the types of force as offensive or defensive, continuous or intermittent, and conventional or irregular.

  • Funding Restrictions: It limits the funds for the Office of the Secretary of Defense (under 'Operation and Maintenance, Defense-wide') as follows:

    • No more than 25 percent can be used until the President submits the final report for the prior fiscal year.
    • No more than 75 percent can be used until the President submits the first report for the current fiscal year.
