What this amendment would do
SA 3295 aims to add a pilot program to bill S. 2296 that allows the Secretary of the Army to keep and reinvest money collected from rents and services at military family housing units located at Dugway Proving Ground, Utah. Normally, these proceeds are deposited into Treasury Miscellaneous Receipt Account 1830.
The purpose of this change is to test if keeping locally generated housing revenue at a Department of Defense installation is feasible for reinvesting into housing improvements at that same location.
Authorized Uses of Funds
Money kept in the dedicated Family Housing Reinvestment Fund for Dugway Proving Ground can be used for:
- Maintenance and repair of housing units, including backlog projects.
- Energy efficiency upgrades and modernization to lower costs and improve habitability.
- Quality-of-life improvements like safety upgrades, community facilities, and playgrounds.
- Supplementing housing allowances if the Secretary of the Army finds extreme affordability concerns or housing shortages.
Oversight and Duration
To hold the process accountable, the Secretary of the Army must manage funds transparently and provide annual reports to congressional defense committees detailing revenues, project expenditures, and impacts on resident satisfaction and housing quality.
The program must start within 180 days of the Act's enactment and will run for three years. After this period, the authority ends, though any funds already retained remain available until they are spent. The Secretary of the Army may recommend expanding the program to other Army installations based on the results.
