What this amendment would do
SA 3292, submitted by Mr. Lee, aims to add a new section to bill S. 2296 focused on prioritizing excess defense article transfers for the Indo-Pacific region.
The amendment seeks to establish the following:
-
Sense of Congress: The United States Government should prioritize reviewing excess defense article transfers to Indo-Pacific partners and allies, align these transfers with capacity building efforts, and help Taiwan develop asymmetric capability.
-
Required Plan: The Secretary of Defense and the Secretary of State must submit a report to congressional defense committees by February 15, 2025, and every year after. This report must summarize progress and evaluate potential excess defense articles scheduled for decommissioning that could be transferred to partners and allies, including Taiwan.
