What this amendment would do
SA 3289, submitted by Mr. Lee and Mr. Curtis, is an amendment to bill S. 2296. This bill deals with appropriations for fiscal year 2026 regarding the Department of Defense, military construction, and Department of Energy defense activities.
The purpose of this amendment is to insert a "Sense of Congress" regarding the ground-based leg of the nuclear triad. It aims to add the following points to the bill:
- The modernization of the ground-based leg of the nuclear triad is a core component of the homeland defense mission and is vital to homeland security.
- Extending the current Minuteman III platform is an unsustainable long-term option and is costly.
- The program's breach of the Nunn-McCurdy Act should be handled by balancing national security needs with fiscally responsible modifications to stop future unanticipated cost overruns.
- The breach of the act does not change the fundamental national security need for the modernization program.
- The modernization program must stay active and funded.
