What this amendment would do
This amendment aims to add a new section to bill S. 2296 regarding investment, trade, and development in Africa and Latin America and the Caribbean.
The purpose of this addition is to require the President to create a comprehensive strategy to increase the exports of United States goods and services to these regions by 200 percent in real dollar value within 10 years of the Act's enactment.
To achieve this, the amendment adds the following requirements:
-
Strategy and Reporting: The President must develop the strategy through consultations with Congress, various federal agencies, the private sector, and multilateral development banks. This strategy must be submitted to appropriate congressional committees within 200 days, followed by a progress report within 3 years.
-
Coordination: The Secretary of Commerce must appoint a Special Africa Export Strategy Coordinator and a Special Latin America and the Caribbean Export Strategy Coordinator to oversee the plan and coordinate with other government entities.
-
Trade Missions: It expresses the sense of Congress that the Secretary of Commerce and other high-level officials should conduct joint trade missions to these regions within one year.
-
Training: The President must develop and implement a standardized training plan for specific commercial and economic officers regarding the procedures of agencies like the Export-Import Bank of the United States and the Small Business Administration.
