What this amendment would do
SA 3277, submitted by Mr. Cruz and Mr. Cornyn, aims to add a new section (SEC. 1038) to bill S. 2296.
The purpose of this amendment is to stop the Army from using any funds in fiscal year 2026 to retire, deactivate, or take any action that reduces the personnel, aircraft, resources, or capabilities of the Expeditionary Combat Aviation Brigades.
This limitation stays in place until the Secretary of the Army provides the congressional defense committees with two specific plans:
- A plan to offset mission losses regarding reconnaissance, logistical support, aeromedical evacuation, and air mobility, which must also include reassignment options for soldiers who might be displaced.
- A plan for the recapitalization of aircraft used by these brigades, detailing each unit and their geographical location.
