What this amendment would do

This amendment, submitted by Mr. Peters, aims to add a new title to bill S. 2296 called the Securing Semiconductor Supply Chains Act. Its purpose is to secure the semiconductor supply chain for the United States and its allies by focusing on onshoring, reshoring, or diversifying vulnerable segments such as materials, equipment, fabrication, and advanced packaging.

Key Changes and Additions

  • Use of SelectUSA: The amendment seeks to use the Department of Commerce's SelectUSA program, along with other Federal agencies and State-level economic development organizations, to increase foreign direct investment in domestic semiconductor manufacturing.

  • Coordination with States: The Executive Director of SelectUSA must solicit comments from State-level economic development organizations within 180 days. This is to review barriers to investment, resource gaps, and ways to increase investment while ensuring foreign adversaries do not benefit from these efforts.

  • Reporting Requirements: Within 2 years, the Executive Director of SelectUSA must submit a report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Energy and Commerce. This report will detail the comments received from states, current activities to increase investment, and strategies to secure the supply chain.

  • Funding: The amendment specifies that no additional funds are authorized; the Executive Director of SelectUSA must use existing available funds.
