What this amendment would do
The amendment, titled the Made in America Manufacturing Finance Act of 2025, aims to increase the amount of capital that small manufacturers can access through specific Small Business Administration (SBA) loan programs.
The purpose of these changes is to bolster the defense industrial base in the United States and provide accessible long-term financing for small manufacturers that produce critical components for military systems integral to national security.
Key changes include:
-
Defining Small Manufacturers: It defines a small manufacturer as a small business concern with production facilities located in the United States and a primary business classified in sector 31, 32, or 33 of the North American Industrial Classification System.
-
Increasing Loan Limits: It raises the loan limits under section 7(a) of the Small Business Act and the Small Business Investment Act of 1958 specifically for small manufacturers.
-
Accountability and Reporting:
- The Inspector General of the SBA must conduct an analysis within 2 years to determine default rates and if these higher limits introduce additional risk to the government.
- The SBA Administrator must provide annual reports for 5 years on "larger loans" to small manufacturers, including an analysis of jobs created or retained.
