What this amendment would do
SA 3225, submitted by Mr. Barrasso, aims to add a new section (SEC. 1265) to bill S. 2296. The purpose of this amendment is to establish a United States policy that opposes providing further lending or assistance from multilateral development banks to the People's Republic of China.
The amendment seeks to change the bill by adding the following:
-
Policy of Opposition: It declares the U.S. policy to oppose additional lending to the People's Republic of China from multilateral development banks, such as the Asian Development Bank and the International Bank for Reconstruction and Development, because the People's Republic of China has successfully graduated from eligibility requirements.
-
Direct Action: It requires the Secretary of the Treasury to instruct the United States Executive Director at each multilateral development bank to use the U.S. voice, vote, and influence to oppose loans or technical assistance to the People's Republic of China and to end assistance to countries that exceed the bank's graduation discussion income.
-
Reporting Requirements: It mandates that the Secretary of the Treasury provide an annual report to specific congressional committees. This report must assess the People's Republic of China's borrowing, its representation and voting power at the banks, and list countries that have exceeded graduation income or have graduated from eligibility.
