What this amendment would do

The amendment, titled the "No Hezbollah In Our Hemisphere Act," aims to add a new section to the bill to stop Hezbollah's activities in Latin America. Its purpose is to push the Secretary of State to aggressively target Iranian proxy networks in the Western Hemisphere.

Key goals and changes include:

  • Diplomatic Pressure: The Secretary of State is encouraged to demand an end to impunity for designated entities, work with allies to greylist governments that cooperate with Hezbollah, help Latin American governments create tools to fight terrorist financing, and persuade those allies to designate Hezbollah as a terrorist organization.

  • Identifying Sanctuaries: The Secretary of State, along with other federal agencies, must conduct an assessment within 180 days to determine if any country, region, or jurisdiction in Latin America is a "terrorist sanctuary."

  • Visa Sanctions: The President can impose sanctions on government officials from these designated terrorist sanctuaries. These sanctions include making the individuals inadmissible to the United States, making them ineligible for visas, and revoking any current visas they hold.

  • Exceptions and Waivers: Sanctions may not apply if admitting the person helps law enforcement objectives or is required for United Nations agreements. The President can also waive sanctions for specific individuals or jurisdictions if it is in the national security or national interest of the United States.

  • Timeline: Any sanctions imposed under this section will end 5 years after the Act is enacted.
