What this amendment would do
The amendment, also known as the "Contraband Awareness Technology Catches Harmful Fentanyl Act" or the "CATCH Fentanyl Act," aims to add a new section to the bill to create pilot projects for testing technology at land ports of entry.
The purpose of these projects is to test and assess technology or enhancements that help U.S. Customs and Border Protection (CBP) detect the following items in inbound and outbound traffic:
- Contraband
- Illegal drugs
- Illegal weapons
- Human smuggling
- Threats
The amendment seeks to change the current inspection process by testing at least five types of nonintrusive inspection (NII) technology enhancements, such as artificial intelligence, machine learning, high-performance computing, quantum information sciences, or other emerging technologies. These tools are intended to increase inspection efficiency, reduce wait times, and improve old equipment without needing to unload cargo.
The amendment also requires the Secretary of Homeland Security to protect personal data privacy and provide reports to Congress on the effectiveness, costs, and impacts on civil liberties of these technologies. No new funds are authorized to carry out this section.
