What this amendment would do
SA 3197, submitted by Ms. Blunt Rochester, aims to add a new section to bill S. 2296. This addition requires the Secretary of Defense to create a report on whether it is feasible to start an interstate compact for the occupational licensure of childcare providers.
The purpose of this compact would be to let childcare providers affiliated with the Department of Defense transfer their qualifications between States and military installations.
The report must be submitted to congressional defense committees within 180 days of the Act's enactment and must cover:
- The interests of State legislatures in the compact.
- The interests of childcare professional associations, national credentialing bodies, or associations and coalitions of State childcare licensing boards.
- The barriers that stop professional associations or licensing organizations from getting Department of Defense grant funding to develop the compact.
