What this amendment would do

SA 3195, submitted by Mr. Cassidy and Mr. Whitehouse, aims to change the Tariff Act of 1930 to address the public disclosure of vehicle and aircraft manifest information.

The amendment seeks to add the following to the bill:

  • It expands manifest requirements to include every vehicle and aircraft arriving in the United States that U.S. Customs and Border Protection required to have a manifest before the National Defense Authorization Act for Fiscal Year 2026 is enacted.

  • It updates the law so that certain information included in a vessel, vehicle, or aircraft manifest shall be available for public disclosure.

  • It adds a requirement for each truck arriving in the United States that is required to have a manifest to post a bond to ensure they comply with that requirement.

  • It defines aircraft based on section 40102 of title 49, United States Code, but explicitly excludes public aircraft.

  • These changes would apply to vessels, vehicles, and aircraft arriving in the United States starting 30 days after the Act is enacted.
