What this amendment would do
The amendment, submitted by Mr. Schmitt, proposes to add the Strengthening Cyber Allied Coordination Act of 2025 to bill S. 2296. The purpose of this amendment is to change how cybersecurity goods and services are purchased and managed for international assistance and sales.
Key changes include:
-
Spending Thresholds: It increases the simplified acquisition threshold to $500,000 and the micro-purchase threshold to $50,000 for cybersecurity-related purchases made by designated United States Embassy officials for international cybersecurity assistance programs.
-
Reporting Requirements: It changes the certification required for cybersecurity-related foreign military sales and financing transactions, requiring submission only if the value of the agreement or sale is $50,000,000 or more.
-
Direct Contracting: It allows the President to authorize foreign countries receiving assistance to enter into direct commercial contracts for approved cybersecurity-related services, articles, and design and construction. This is limited to countries not subject to United States sanctions, embargoes, trade restrictions, or trade prohibitions, and those whose governments are recognized by the United States. These actions must follow guidelines and oversight from the Defense Security Cooperation Agency.
