What this amendment would do
This amendment, submitted by Mr. Kennedy, aims to add a new subtitle to bill S. 2296 called the Independent and Objective Oversight of Ukrainian Assistance Act.
The purpose of this addition is to create a system of accountability for money provided to Ukraine for military, economic, and humanitarian aid. It does this by establishing the Office of the Special Inspector General for Ukrainian Military, Economic, and Humanitarian Aid.
The amendment aims to add the following to the bill:
- Independent Oversight: It creates a Special Inspector General, appointed by the President, to lead audits and investigations. This office is designed to prevent and detect waste, fraud, and abuse.
- Specific Duties: The office will monitor how funds are spent, review contracts, investigate overpayments, and refer potential illegal actions to the Department of Justice.
- Reporting Requirements: The Special Inspector General must provide quarterly reports to Congress and the Secretaries of State and Defense. These reports must be published on a public website in English, Ukrainian, and Russian.
- Funding and Timeline: It authorizes $20,000,000 for fiscal year 2026 to fund this office, with the money coming from a rescission of funds previously earmarked for assistance for Europe, Eurasia, and Central Asia. The office will terminate 180 days after unexpended reconstruction funds for Ukraine drop below $250,000,000.
