What this amendment would do
This amendment aims to add a new section (SEC. 1230B) to the bill. Its purpose is to allow the President to accept money from foreign governments to help replenish United States military capabilities that were transferred to Ukraine.
To do this, the amendment adds the following:
-
The PEACE in Ukraine Account: A special account in the Treasury of the United States to hold these foreign contributions. These funds remain available until they are spent.
-
How Funds are Used: The President can only use this money to replenish U.S. military equipment transferred to Ukraine or to buy defense articles and services for Ukraine.
-
Accountability Measures: Before using funds, the President must send a plan to specific House and Senate committees detailing the amounts and how they will be used. The President must also provide notifications before transferring or obligating funds and submit a detailed annual report including a breakdown of donor countries.
-
Financial Management: The President can invest the money in U.S. securities, and any earned interest goes back into the account. The Secretary of State is authorized to make agreements with foreign governments to make this happen.
