What this amendment would do
SA 3153, submitted by Ms. Baldwin, aims to add a new section (SEC. 1048) to bill S. 2296. The purpose of this amendment is to require a report on the United States shipbuilding and maintenance sector.
The amendment requires the Under Secretary of Commerce for International Trade, working with the United States Trade Representative, to provide Congress with a report within 180 days of the Act's enactment. This report must include:
-
The percentage of U.S. produced parts, components, and supplies used to implement Executive Order 14629 and actions taken by the Trade Representative under section 301 of the Trade Act of 1974 regarding the People's Republic of China's targeting of maritime, logistics, and shipbuilding sectors.
-
An analysis of how the Department of Commerce tracks parts in the maritime sector, including its ability to track trade flows and find unfair foreign trade barriers or practices that stop the export of U.S. produced parts and components.
-
An analysis of Federal Government efforts to bring back U.S. capacity to build port infrastructure, specifically including ship-to-shore cranes.
