What this amendment would do
SA 3151 is an amendment proposed by Mrs. Shaheen and Ms. Hassan to bill S. 2296. Its purpose is to ensure veterans have access to full-service hospitals and community care.
The amendment aims to add the following to the bill:
- Hospital Access: It requires the Secretary to ensure that veterans eligible for care in each of the 48 contiguous States can receive services at at least one Veterans Health Administration full-service hospital located within that State.
- Cross-State Care: It specifies that this requirement does not stop the Secretary from providing enhanced care to a veteran in a hospital located in a different State.
- Community Care: It amends section 1703(d)(1) regarding the Veterans Community Care Program to include a reference to the date of the enactment of the Veterans Full-Service Care and Access Act of 2025.
- Accountability: It requires the Secretary of Veterans Affairs to give Congress a report within one year. This report must describe how the Secretary complied with the hospital access requirement and how it affected the quality and standards of care for veterans.
