What this amendment would do

SA 3136, submitted by Mr. Gallego, aims to add a section to bill S. 2296 requiring a report on using artificial intelligence (AI) in specific anti-money laundering investigations.

The purpose is to have the Director of the Financial Crimes Enforcement Network, consulting with the following officials, submit a report to the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Financial Services:

  • Chair of the Federal Deposit Insurance Corporation
  • Board of Governors of the Federal Reserve
  • Comptroller of the Currency
  • Chair of the National Credit Union Administration

The report must be submitted within 180 days of the Act's enactment and must address the feasibility of using AI for investigations involving drug cartels, foreign terrorist organizations, and other transnational criminal organizations. Specifically, the report must cover:

  • Investigations where AI would be helpful.
  • AI programs that would be effective.
  • Schemes that AI would be best at detecting.
  • Potential issues regarding implementation.
