What this amendment would do

This amendment, submitted by Mr. Gallego and Mr. Curtis, aims to add a "Sense of Congress Regarding Critical Minerals" to bill S. 2296.

The purpose of the amendment is to state that the United States and its national defense need reliable, sustainable, and long-term supply chains for critical materials and minerals that are produced domestically.

To achieve this, the amendment suggests that section 45X of the Internal Revenue Code of 1986, which deals with the advanced manufacturing production credit, should:

  • Include costs for mineral extraction.
  • Be amended to apply to copper.
