What this amendment would do

SA 3130, submitted by Mr. SCOTT of Florida, is an amendment to bill S. 2296. This bill deals with appropriations for fiscal year 2026 for the Department of Defense, military construction, and defense activities of the Department of Energy, as well as military personnel strengths.

The purpose of this amendment is to modify the prohibition on the People's Republic of China participating in the RIMPAC (Rim of the Pacific) naval exercises. It aims to change Section 1259 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 by:

  • Striking subsection (b).
  • Redesignating and moving certain paragraphs and subparagraphs.
  • Striking the phrase "Conditions for Future Participation in RIMPAC" and all following text through "The Secretary", replacing it with "In General.--The Secretary".
  • Updating references from "paragraph (1)" to "subsection (a)".
