What this amendment would do

SA 3129, submitted by Mr. Scott of Florida, aims to add a new section (SEC. 1248) to bill S. 2296. The purpose is to require the Director of National Intelligence to report on the wealth of the leadership of the Chinese Communist Party (CCP).

The amendment adds the following requirements:

  • Reporting Timeline: A report must be submitted within 180 days of the Act's enactment and within 180 days after a new CCP Central Committee is appointed.

  • Target Individuals: The report focuses on full Central Committee members and the head of the Central Commission for Discipline Inspection, including their immediate family. Priority is given to the General Secretary, the Politburo Standing Committee, the full Politburo, Provincial-level Party Secretaries, and the Central Military Commission.

  • Required Information:

    • Assessments of personal wealth, business interests, and financial holdings.
    • Evidence of assets such as real estate (inside and outside China, including Hong Kong and Macau), luxury items (yachts, private aircraft, luxury vehicles), and foreign financial accounts.
    • Identification of entities or proxies used to hide ownership of assets.
    • Nonpublic information from intelligence sources and foreign partners.
  • Accountability: The Director of National Intelligence must assess if components of the intelligence community failed to cooperate or provide requested information.

  • Presidential Waiver: The President can delay the report in 60-day periods if a justification is provided to the House and Senate intelligence committees.
