What this amendment would do

SA 3115 is an amendment to bill H.R. 3944. Its purpose is to place limitations on the reorganization of the Department of Agriculture.

It aims to add the following to the bill:

  • Funding Restrictions: It prohibits using funds from this Act or any other Act to implement the Department of Agriculture memorandum issued on July 24, 2025, or any similar reorganization plan.

  • Benefit-cost Analysis: It requires the Secretary of Agriculture to conduct a benefit-cost analysis of the Memorandum or similar plans and send an unredacted report of the findings to the Office of Inspector General within 90 days of the Act's enactment.

  • Public Comment and Reporting: It requires the Secretary of Agriculture to hold a public comment period for agricultural producers and other communities regarding the reorganization's impact. Within 120 days of enactment, the Secretary must send a report to the Office of Inspector General explaining how the reorganization will maintain staff expertise and improve efficiencies and customer service.

  • Congressional Oversight: It requires the Office of Inspector General to make these reports public and submit them to the Committee on Appropriations for both the Senate and the House of Representatives.
