What this amendment would do
The Unidentified Anomalous Phenomena Disclosure Act of 2025 (or UAP Disclosure Act of 2025) is an amendment designed to create a formal process for the public disclosure of Federal Government records regarding unidentified anomalous phenomena (UAP), technologies of unknown origin, and non-human intelligence.
The amendment aims to add the following to the bill:
- Record Centralization: It establishes the Unidentified Anomalous Phenomena Records Collection at the National Archives and Records Administration to preserve and centralize all relevant government records.
- Public Disclosure: It creates a presumption of immediate public disclosure for these records. It requires government offices to identify, organize, and transmit these records to the Archivist.
- Independent Oversight: It establishes the Unidentified Anomalous Phenomena Records Review Board, an independent agency of 9 appointed citizens. This board is tasked with reviewing records and deciding if any should have their disclosure postponed based on specific security or privacy grounds.
- Government Accountability: The act requires the creation of a Controlled Disclosure Campaign Plan to manage the periodic review and declassification of postponed records, ensuring that records are generally disclosed within 25 years of their creation.
- Asset Recovery: It authorizes the Federal Government to use eminent domain to take control of any recovered technologies of unknown origin or biological evidence of non-human intelligence held by private entities for the public good.
- Legal Precedence: This division is intended to take precedence over other laws or judicial decisions that would otherwise prohibit the transmission or disclosure of these records.
