What this amendment would do
This amendment, submitted by Mr. Scott of South Carolina, aims to add a new section called the "Stifling Transnational Operations and Proliferators by Mitigating Activities that Drive Narcotics, Exploitation, and Smuggling Sanctions Act" (or the "STOP MADNESS Act") to bill S. 2296.
The purpose of this addition is to establish a policy of using economic and financial sanctions to address unlawful immigration. It focuses on the following:
-
Repatriation: It expresses that migrants who entered the U.S. unlawfully are a national security threat and should be sent back to their home countries.
-
Sanctions on Governments: It allows the President to impose sanctions, including blocking property and interests in property, on foreign governments that resist or obstruct the repatriation of their citizens.
-
Sanctions on Facilitators: It allows for sanctions against any foreign government or foreign person who knowingly facilitates unlawful immigration into the United States.
-
Presidential Authority: The amendment gives the President power to use the International Emergency Economic Powers Act to carry out these sanctions, though the President may waive them if it serves U.S. national security interests.
-
Accountability: The President is required to submit reports to specific congressional committees every year for seven years regarding the actions taken and any national emergencies declared under this act.
