What this amendment would do

SA 3087, submitted by Mr. Kennedy and Mr. Ossoff, aims to change the Small Business Act by adding a new section focused on increasing contract awards to small businesses owned and controlled by service-disabled veterans.

The amendment adds the following requirements:

  • Training: The Administrator, consulting with the Office of Veterans Business Development, must provide training on how to increase these contract awards to covered employees at Federal agencies that failed to meet the goal established under section 15(g)(1)(A)(ii).

  • Guidance: Within 180 days of enactment, the Administrator and the Office of Veterans Business Development must issue best practices and guidance for agencies that the goal under section 15(g)(1)(A)(ii) applies to.

  • Reporting: The Administration must submit a report to Congress annually, starting one year after enactment. This report must list agencies that failed to meet the goal, the number of trainings provided to those agencies, and an overview of the training content.
