What this amendment would do

This amendment, submitted by Mr. Grassley and Mr. Durbin, aims to change the rules for how the United States handles defense articles and services provided to Baltic states.

The purpose of the amendment is to:

  • Remove Consent Requirements: It exempts Estonia, Lithuania, and Latvia from needing approval from the United States to transfer defense articles or services to other Baltic states. This includes updating existing agreements to remove the requirement for the President's consent for these transfers.

  • Enable Ammunition Sharing: It requires the Secretary of Defense to create a common coalition key or a similar technological solution. This is intended to allow the Baltic states to share HIMARS ammunition for operational and training purposes.
