What this amendment would do
SA 3078, submitted by Mr. Wicker and Mr. Reed, aims to replace section 1033 of bill S. 2296. The purpose is to change how support for counterdrug activities and activities to counter transnational organized crime are handled by amending section 284 of title 10, United States Code.
The amendment adds new requirements for support provided for purposes described in subsection (b). It requires the following details to be provided:
- The agency receiving the support.
- The budget and the expected delivery schedule.
- Where the funds for the project or purpose are coming from.
- A description of any arrangements and funding sources for sustainment of the project or purpose.
- A description of the objectives for the project or purpose.
- Information on the amount, type, and purpose of support provided to the agency during the three previous fiscal years regarding this section, specific counterdrug activities from the National Defense Authorization Act for Fiscal Year 1998, or other security assistance programs deemed appropriate by the Secretary of Defense and the Secretary of State.
Additionally, the amendment changes the wording in paragraph (3)(B)(i) from "the Committees on Armed Services of the Senate and House of Representatives" to "the congressional defense committees."
