What this amendment would do
SA 3068, submitted by Mr. Murphy, aims to add a new section to title XVI of bill S. 2296. The purpose is to have the Comptroller General of the United States conduct a review of how the Department of Defense handles the adoption of artificial intelligence tools for military needs.
The amendment adds a requirement for a review that includes:
- Organizational Analysis: An examination of the Department's structure for managing risks and opportunities of military AI, including the roles of the Chief Digital and Artificial Intelligence Office and other offices.
- Process Review: A look at how the Department shares information and best practices with allies, partners, academia, industry, and other government agencies.
- Risk Management: An evaluation of the metrics, policy guardrails, and oversight used for AI tools.
- Ethics and Oversight: A check on whether there are safeguards and recusal requirements to prevent biased decisionmaking, corrupt business dealings, and conflicts of interest when dealing with AI companies and industry leaders.
- Contracting: An analysis of whether new AI contracting mechanisms have transparency and oversight to limit risks and prevent conflicts of interest.
- Policy Assessment: A full description of current and potential civilian and military applications of AI.
- Recommendations: Suggestions to improve standards and procedures to increase safety, reliability, effectiveness, and oversight.
The Comptroller General must submit a report with these findings to the congressional defense committees by July 1, 2026.
