SA 3059, submitted by Mr. Padilla, is an amendment to bill H.R. 3944. The bill deals with appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The purpose of this amendment is to stop the use of funds from title II to do the following for mental health and suicide prevention outreach programs described in section 250:

Reduce staffing
Limit hours of operation
Decrease training opportunities
Curb access to relevant information technology systems
Otherwise reduce capacity
