What this amendment would do
SA 3051, submitted by Mr. HEINRICH, aims to add a new section to bill S. 2296 regarding historical markers at two specific locations.
The purpose of this amendment is to require the Secretary of the Air Force and the Secretary of the Army to place historical markers in publicly accessible locations at:
- Holloman Air Force Base
- White Sands Missile Range
These markers are intended to commemorate the effects of radiation exposure on New Mexico communities resulting from the Manhattan Project and the nuclear test at the Trinity Site.
The markers must include an unclassified description of the Manhattan Project and its purpose, including the Trinity Site nuclear test. They must also describe how the classified nature of these events led to people in downwind communities being unknowingly exposed to radiological byproducts and the consequences those communities experienced.
Additionally, the Secretary of the Air Force and the Secretary of the Army must jointly provide a briefing to the House and Senate Committees on Armed Services regarding the implementation of these markers within one year after the Act is enacted.
