What this amendment would do
SA 3005, submitted by Mr. Paul, aims to change the preamble of S. Res. 81. The original resolution calls for the United Kingdom, France, and Germany to start the snapback of sanctions on Iran under United Nations Security Council Resolution 2231 (2015).
The amendment proposes to replace the preamble with the following points:
-
United States strikes against Iranian nuclear facilities occurred on June 22, 2025, followed by Iranian retaliation with ballistic missiles at Al Udeid Air Base in Qatar on June 23, 2025.
-
US strikes may lead Iranian decisionmakers to believe a nuclear weapon is necessary for deterrence.
-
Sanctions are often ineffective at changing an adversary's behavior to favor US interests.
-
Sanctions can be devastating to civilians and can rally the population against foreign interference.
-
Tensions between the US and Iran risk military escalation and move finite US resources away from other domestic and international concerns.
- 7/23/2025
- Referred to the Committee on Foreign Relations.
