What this amendment would do

SA 2978, submitted by Mr. Kelly and Mr. Sullivan, aims to add a new section to bill S. 2296. The purpose is to authorize the President to award the Medal of Honor to E. Royce Williams for his acts of valor during the Korean War.

The amendment seeks to change the following:

  • Time Limitations: It provides a waiver for time limitations found in section 8298 of title 10, United States Code, or any other time limits regarding medals for those who served in the Armed Forces.

  • Acts of Valor: It recognizes the actions of E. Royce Williams as a Navy lieutenant on November 18, 1952, for which he already received the Taegeuk Order of Military Merit of South Korea and the Navy Cross. It also recognizes his actions as an Ace fighter pilot who shot down multiple MiG aircraft.
