What this amendment would do

This amendment, which may be called the Preventing Child Trafficking Act of 2025, aims to add a new section (Section 1038) to the end of subtitle D of title X of bill S. 2296.

The purpose of this addition is to ensure the continued implementation of anti-trafficking recommendations from a December 11, 2023, Government Accountability Office report titled Child Trafficking: Addressing Challenges to Public Awareness and Survivor Support.

To achieve this, the amendment requires the following:

  • The Office for Victims of Crime of the Department of Justice and the Office on Trafficking in Persons of the Administration for Children and Families must work together to develop and implement strategies to prevent child trafficking and support survivors.

  • These offices must establish performance goals and targets for child anti-trafficking programs that are quantifiable, measurable, and objective, using baseline data from program grantees.

  • The Director of the Office for Victims of Crime must submit a report to the Senate and House Committees on the Judiciary within 180 days of the Act's enactment describing the steps taken.
