What this amendment would do
SA 2969 aims to replace section 313 of bill S. 2296. Its purpose is to manage how the Department of Defense handles waste and contraband.
The amendment changes the bill by:
-
Allowing the Secretary of Defense to use expeditionary solid waste disposal systems to destroy illicit contraband, which includes classified materials, unauthorized military gear, and seized counterfeit materials.
-
Requiring these systems to support border security and the elimination of contraband, and making them available to partner security forces, forward operating bases, and military installations.
-
Prohibiting the use of open-air burn pits for disposing of hazardous waste materials, classified military equipment, or illicit contraband.
-
Increasing the funding for Other Procurement, Army, for Modification of In-Svc Equipment by $8,950,000 to pay for these disposal systems.
-
Offsetting that cost by reducing the funding for Operations and Maintenance, Army, for Additional Activities by $8,950,000, taking the money from funds used for open-air burn pits in contingency operations.
